Primer for Black Jack

Could anyone please advise a primer to use on outdoor masonry before applying Black Jack. I have had to fill some areas with Toupret masonry filler and on the pack it states not to apply solvent based paints direct to the filler.

If you must use black jack which will keep moisture out but also lock any moisture in, not allowing masonry to breath then apply a Stabilising Solution first; only an example Everbuild 406 (cheap) and Wicks do one; watch for clear or whitte and of course make sure you choose a water based one.
I hope you used the exterior filler version Touprelith F.
