Hi,
If i use tapered plasterboard and then on the joint just filler and sand, can i paint over without having to get it skimmed?

Yes. Most new builds are done like that.
I did the same a year back when I had new veluxs installed and reinsulated the walls.
Make sure you use a tape on the joins, loads on videos on youtube.
When you come to paint you'll need a mist coat of emulsion and water (80/20) before two coats of your final colour.

Tapered Plasterboard
As ahfix says its very common in new built its called "Dry lining" her in France its used exclusively, perhaps the odd English plasterer will use "wet", be aware of the dust, there is a lot of it, all the joints and screw heads will need filling and sanding three times to get it smooth.

Good luck finding TE boards. I tried unsuccessfully for 2 weeks. I ended up having to use SE.

Two sides only (long edge). I imagine it's due to the way they are manufactured.
