Hi. I’ve ordered 2 new joists as the ones currently in place have rot near the ends. So... I continued taking up the flooring over the last couple days and noticed a steel plate that comes out of the wall and laps over 2 of my joists that run parallel to the wall. A bit of googling seems to have identified them as restraint straps, used for restraining the wall I’m guessing to add more stability to reduce chance of the wall collapsing out.
So my question is... is there a way I can replace the joists by cutting the straps (there’s 2 of them) so I can get the new joists in, and then ‘sister’ some straps to the cut straps? The issue with this is that the fasteners would prevent the chipboard flooring from laying flat on the joists, right??? Any ideas?

They probably are restraint straps but its sketchy advising you without being sure what they are.
