if i want to plant a yucca outside when is the best time to do it and what type should i be looking for i would like it to grow tall

can't be done sensibly even with global warming...spring or autumn for planting out...but do't expect them to survive a harsh winter.. more..

But you can 'normally' grow something very similar outdoors in the UK.
Loads of gardens around here (NW England) had cabbage palms in them some 40 or more years old and 20 or 25 feet high.
Sadly however I can't think of a single one round here that didn't die last winter.
