Looks like a small inspection chamber to me. Would expect to see 3 inlets and 1 outlet at the bottom. A bit like this one

Stick your hose or a couple of buckets of water down there then and give it a good wash out.

dig around it lower it down below your grass, cover it with a manhole plate and soil over, that way if ya do ever need to get in there its easy enough
