 Post subject: What order tiling

Fitting a bathroom for first time. About to put the suite in .
I want to tile under the sink pedestal & toilet eventually Do I pack out to the rough height that the 2 ply timber & tiles will be,so that I can remove later and tile under as the last job.
I am thinking that if I dont when I remove Toilet &Pedestal later to tile the plumbing will be too low.
Does that make any sense.Can someone put me straight
