Probably just a bit of grit under the seating, and good clean may do the job.

Depends on the type but you should be able to take the part out from inside the cistern

the red part does not want to come out of the white part.

just pretend the red part is not there.
hold the white part around the mid position, twist it anti-clockwise (carefully) about a quarter turn, then lift it out. now wipe/clean off any ''debris'' in the lower section still in the toilet. now replace the part you took out in reverse (clockwise) order.
good luck.

Hello Oneotu, I'm still at work so will get back to you later. The Scruff or one of the other tradesmen (or tradeswomen) may give you more info.
Are you sure it is not the Fill Valve that is faulty, thus causing the overflowing?
Is there evidence of water leaking inside toilet pan cotinously or does the leaking only present itself once the toilet has filled up after flushing?

Hi kintangoman
There is a constant drip in the pan and when the water level in cistern goes down below the fill watermark on the cistern, about 1/2 inch below this mark, you can here it filling the cistern up again.
I just hoped I could repair/replace it without taking the cistern off the wall and pan?
Thanks for your help

With the cistern full of water, remove the cistern cover, then use a cup or similar and remove water from cistern so it goes below the 'accepted' fill level mark. Now check if water still leaks into the pan. If it does, then it looks like you have to remove cistern and replace flush/dump valve. If it's not leaking till water fills above fill level, then you need to replace the fill valve.
Long winded, but i'm nackered.
Give it a go & good luck.

Tango.
