Is there a damp proofing paint I can use for concrete floor?

I've recently done a front extension on my house (built in 1953). The floor is concrete with a thin wool underlay on top and a layer of brown bitumen on top of that. I'm installing electric underfloor heating in the hallway and I need to remove the existing tiling and layer of bitumen as well in order to level the floor. I believe there's a damp proofing option which comes in liquid form and can be applied with a brush like paint? what would be a good make which is compatible with underfloor heating? Are you saying that you've only just laid theis bitumen,wool and tile during the "recent extension"?

No, the ashfelt (apparently is not bitumen and i had got it wrong) was already there in the old part of the house. The extension part does not have it at all as it is not needed. I am removing the wool, ashfelt and tiles in order to bring the old floor at the same level as the new one and as such need to use some sort of "paintable" DPM so that humidity doesnt come through and at the same time it doesnt raise the floor level by much.
