Bath Tub

I have a bathtub and on the other side of the wall which the bathtub is fixed against there is some paint beginning to blister ::b
It is approx at the same level as the top of the bathtub where the silicone bead is against the tiles. The whole wall is tiled.

My question is what do I need to fix it :dunno:

Is it likely that silicon needs to be re-done? The silicon looks pretty good shape, it is about 4/5 years old

Do I need to take the bath panel off to take a look underneath in case a pipe is leaking? If so how does one take off the bath panel?
The bathtub and panel is made of Carronite
