Painting above stair (exterior)

I have stairs from the back garden to the kitchen that run along the back wall and I am trying to paint the exterior as it has wooden panels that the paint is starting to degrade. It is outside the upstairs window however the window is not close enough to paint the wooden panel with a roller. I do have ladders tall enough but I cant use them due to the stairs. Is there a way to do this without scaffolding?
