Do building regs require insulating flat roofs?!

I have a property with a house over a shop.

I am reconfiguring the downstairs to make the shop bigger by having some walls taken out and steels etc being put in and turning the house into a flat.

The downstairs we are extending into is flat roof and the builders have had steels put in etc.

I was wondering as part of Building Regs, would insulation have been required?

The reason I ask is because the builder quoted me based on him doing a proper job instead of cutting corners and quoting me lower, however as we asked if he was going to put insulation during the job, he said NO but if you want, you order it and we will put it in. I think he may have initially factored in but made me think that we needed to order it if we went out, so in affect ripping me off! He also hasn't used all the insulation i paid for and not left it, which is a seperate issue!

We have inspector involved due to the steels, I thought I overheard him mention insulation but not sure.

I thought maybe they may stipulate insulation ..

I think the regulations may be different for a commercial premises rather than habitable accommodation. Building Inspector would be best to advise.

Yes the flat roof was now commercial area...My builder has dealt with the inspector so unsure if they said its required or not..
