Is this damp or just flaking paint? (photo)
I have an unheated porch, it gets a bit condensated in winter unless I put portable radiator in there.
It has some cracks in the paint, since before I moved in, see photos attached.
Is this damp?
I now want to change the flooring, and so am going to repaint the room first.
My plan is to use decorators caulk to fill the cracks/holes, and then use 'damp seal' as an undercoat, and then paint on top with Dulux Bathroom+ paint.
Will this be ok or do I have a damp problem that needs sorting?

Does the wall feel very cold compared to other surfaces in the same room?

Other side is front garden. 3 walls facing garden get moist from top in winter if no heater in porch. Heater stops the condensation. Wall has hollowish sound below line when knocked.

Had a closer look today, I scratched one of the bigger cracks lower down with a key. It seems that the plaster underneath the paint is dry.
There is a bit of mold on the skirting board, but this was caused by that section being hidden under a bench. I dont think its caused by moisture coming through the wall from below/outside. The bench too got mold on it.
So I am thinking that I can just proceed to sand/fill the cracks and paint over.
