Insulation values and top up thickness

Hi,
I currently have 200mm thickness of rockwool type insulation in my loft. I know it's short of the 270mm or 0.16 U value but I want to get it there.

I also want to board out a section for some storage so I thinking of removing 100mm to take me back to the joist then celotex foil backed insulation board on top then board above that. Any other ideas? Does anyone know how to calculate what thickness of rigid sheet insulation I will need to get to the 0.13 to 0.16 U value?

What's the best thing to do with cables, light fitting and pipes?
