Granite window cill

What's the best way to fix a granite window (internal) cill? I have 2 options:

1.) Remove the tiles from underneath and then flatten out the surface before fitting the cill in place.

2.) Flatten out the surface on top of the tiles and then fit the cill.

I also have a gap between the window & the tiles. I was wondering if there are any problems that I haven't envisaged from using expanding foam to plug the gap & provide more insulation.

Any help would be greatly appreciated.

First thought is to remove the tiles - one less layer = one less join to fail.

Really need to see pics - is there an overhang? what % of the sill is overhanging? Is it butting up against a wooden / Upvc frame etc?
