I have searched this morning for toilet rod and mounts , but not found anything like this , found a rod, but not the mounts

We want to keep the toilet and the lid , but like to change the rod and mounts

Rod Dia is 9.6mm
The seat is made by Exco plastics and model is Exclusive

Any suggestions where in UK i can obtain a replacement

no luck so far matching the rod/hinge on the image - needs a end stop at the part which locates into the bowl

Why do you want to change the hinges? Is it broken?

rusty , and as we about to refurbish the room, BUT wanted to keep the toilet, as replaceed others and they do not seem to work as well as this one , maybe the ECO water settings
so just the chrome bar, and the clamps
the hinges are part of the plastic

Why not a new seat? They are relatively cheap and come complete, and that looks like standard fittings on your existing WC.

If its rust then metal cleaners such as brasso or autosol won't help, but you can clean the rust, sanding and then chrome spray paint. You need to disassemble it first.
