Too wet for paint?

Too wet for paint?
These are the walls of my new garage, they are partially underground. Am I going to have any luck getting masonry paint to stick to this? I really would like to brighten up the inside to make it easier to light and keep clean.

Yes it's too wet or yes it should be ok?
This is what I was given so would have liked to use since it was free. The sandtex does say breathable on it.
