I am painting a previously painted skimmed wall, the paint is Dulux Emulsion Brilliant White Matt.
I did prepare the wall from filling holes and a quick sand, applied two coats and the finish was crap and rough to the touch. I thought it was my fault as too much paint. I did leave it to dry for even longer than on the tin between coats. I used med pile sleeve.
Next day I sanded the whole wall, very messy, to a very smooth 120 grit, just like a newly skimmed wall if not better. I applied the paint very carefully to a small area app 2m X 3m, this coat and it's the same, it's a rough feel. This time I used short pile sleeve.
I always wet the sleeves before start painting.
I always make sure no stipples,smooth roll the paint... I have painted walls before
The previous paint was Dulux emulsion in 2006 and had no issues.
Any ideas why is this happening?

Hi Yartin,
I used Dulux PBW matt (Non Trade) on a few days ago.
Purdy white dove roller 3/8 nap, just took the freezer bag off and it was ready to go.
I mixed 10% Owatrol waterbourne paint conditioner in with the paint.
Rolled fine great backroll good open time.
Will use this again cheap and dont have to thin like supermatt. ( supermatt is a better product when thinned correctly).

I contacted Dulux, they said it's a bad batch possibly, buy any emulsion paint forward the receipt and will issue a cheque on that amount.
