under porch soffit

i have a badly peeling paint under a soffit, porch ive took a lot of the lose off , then noticed it was very hard, i wondered if asbestos board so left it, its about 3 mill ish feels a bit like hardboard not, sure is left it, now wondering best way forward,



could cover with a pvc but wanted to paint
