So i tried several coats and still have stains coming throught.

Damp maybe. How can I fix this?

In another part of the room that has not been painted, I have small areas where paint has flaked off. I also have what seems to be damp patches. Splodges of sightly darker paint. Damp again maybe?

Ronseal do two products. Stain block and damp seal but if this is the way to go cant work out which to use?

You don’t say what room the stains are in but I’ll assume it’s a kitchen or bathroom because of the air vent in picture one. It looks to me like condensation from cooking/bathroom so to stop it coming back you need to improve the air circulation in the room with a extractor fan or leave windows open at certain times to give extra air flow and allow the steam to escape.
As for covering up the stains, after removing all loose paint etc and filling any dips I would give the areas a couple of coats of Zinsser cover stain https://www.zinsseruk.com/product/cover-stain/. It will seal the area quickly and efficiently allowing you to paint over as normal.

It happens a week or so after I paint, maybe quicker. There are two patches and it seems odd they are from ventilation as one is on ceiling. Could it not be damp? It is the kitchin.
