would it be ok to 'attach' internal window sills on top of one that has been plastered with mulitfinish?
i want to do this for my bathroom window if poss & if so how do you attach the pvc to the surface?

Yes, it's done all the time - just squeeze a few lines of silicone down and bobs your unrelated uncle!
