Thought I would post this as it may help some one some day.
I was building a new pc (Click here) and I had problems with a dll file. It wasn't so much that the file was missing because I copied it from another P.C. its just that the new P.C. said the dll was not there. (Like I said it was there, and it even came up in a search) I re installed windows, deleted the programme I was trying to run, then re installed it, all to no avail.
Searched the www, some said re install the prog, some said do this long winded operation, and after searching and trying for hours I found the answer, the dll file was not registered.
I found a YT video, the bloke tells indetail what to do, skip to 01:46
Missing dll file ? or is it?
