Help - Generator Pulsing
It is usually a fuel or carburetor issue that causes hunting like that. Old stale fuel can cause it but usually, it is a gummed up jet caused by fuel left in the carb over winter. Replacement carbs are cheap on eBay rather than trying to clean and rebuild it. Plenty of Youtube guides on what to do.

My neighbour's mower has run like that for three years so apart from the surge it is functioning. It is most likely a fuel issue so I do not think using it short term will be an issue.

Definitely sounds like a fuel issue stale fuel or gummed up carburettor
Once it fixed get in the habit of running it with some load on at least once a month

Good chance its a blocked pilot jet mate there will be a black plastic screw on carb take that fully out and there will be a flat piece of black plastic directly below pop they out of the carb thsts your pilot jet blast thrpugh the bottom and the holes on the side with carb cleaner will solve the hunting mate
