Drill bit sets
if its masonry bits for general use like for rawl plugs your better off with a 5.5mm for red plugs, 7mm for brown and i think..... its 10mm for grey plugs.
thats the most common sizes i ever use in my life as a joiner. occasionally i need longer bits but its usually an 8mm if i have to core a hole for a kitchen waste pipe. the 8mm as its the same size as the arbor on my core bit set
edit: screwfix erbaur sds drill bits seem to be fairly decent for the money i find.
for standard drilling pilot holes in timber i have this set

for the wood drill bits the irwin set would be good that i linked in the sizes you state
masonary bits the smallest that is of any real use is a 5mm or certainly for a pro it would be. i aswell as most automatically bin most of the very small fixings that come with stuff with those tiny little yellow (usually) plugs
by masonary impact i assume you mean hammer drill bits. do you want sds or standard? sds if you have an sds machine is wayyyy better

When you say numbers, do you mean the size in millimetres?
(In old fart mode), I can remember when masonry drill sizes were in numbers - a 10 was about 5mm and a 12 was about 1/4".
