Venting chimney stack

I have decided to remove one of my chimney stacks as it is no longer used, in awful condition and as someone (a blind man in the dark) has tried to repair it before, is an eyesore.
My question is I have an external brushing access at low level, no visible evidence of it internally, It's blocked off behind a tiled wall. Should I vent it at high level externally.

Silly me .... there is a hole in the top in the loft space now so i spose it is vented.
