A small 2inch shower handle keeps coming loose so I applied some epoxy resin to the handle and innards of the handle holder. It was one of the ones with a separate resin and hardener.

I am now going to let it dry but it's clear there will be some resin on the bit that the shower user will touch. Is this safe? The package says that it could be an irritant if it touches your skin but I assume that's only before its dry?

Yes, completely safe once dry. Even when wet bad reactions are rare with normal amounts of accidental skin contact, they just have to cover all possibilities.
