There is a bleed screw in the top of the right vertical pipe, but opening this slightly releases a slight hiss for a few seconds but doesn't really vent air and certainly not water. This towel rail is on the third floor, technically in the roof, and my son thinks this could be low system pressure? But it did get warm when the house was new 3 years ago?

I am NOT a heating engineer / plumber

What type of boiler is it?
If its a combi opening a rad bleed valve will let air out.............reducing pressure for the whole system. You may need to re pressurise it, what does the pressure gauge indicate?

If its a back boiler, have a look in the header tank, it should be full of water
