The cloakroom has a plastic toilet seat and plastic bolts. Obviously I cannot put lots of tension on plastic fittings, so each time I tighten up the bolt - (only 1 side keeps coming loose) - the seat is mobile again within a day or two.

What is the answer?

You only get what you pay for. Even with the more expensive seats this is an issue and there are a couple of ways to solve it.

1. Make plugs to fill the large holes in the ceramic part of the bog (and not the place you drop your logs :lol: - you know what I mean) and drill it out to fit the plastic bolt ONLY. Naturally, something that's non-absorbent is best but if you use a wood plug, keep it shorter than the thickness of the ceramic to allow for a silicon coating to keep the sh1t out.... beats me why the manufacturers don't provide these plugs as they are, perhaps, the ONLY cure for this problem.*
2. Drill right through the hinge brackets and tap it right through to allow the threaded rod to get more purchase. You can then get a lot more 'purchase' on tightening the lower nut. This generally only works for metal hinges.
3. Lose weight and stop shifting your @rse around on the seat :lol:
