I've been asked to refix a radiator in a downstairs toilet by a customer who has had work done by someone else and gone off the guy. He's removed the rad so he can plaster the room, and capped of the copper pipes nearby, the thinner (is it 8mm?) type.

Seems pretty straight forward to me to re-attach with compression fittings, but does it matter which of the two pipes goes to which end of the rad? Anything else to watch out for?

It does not matter as even if thermostatic valve fitted it should be multi directional, may have to keep a eye on the balancing of the system as could be upset if valves opened fully and to much flow going through rad, robbing other rads,so just crack open lock shield valve until rad heats up and should be ok

I've got the rad on, but now the downstairs radiators are all stone cold (except one) and the upstairs are piping hot.

What can I do?
