I'd like to figure out the best way to get power to the understairs space (which will be boxed-in to make a cupboard).

If you're facing the staircase, there is power on the opposite wall in the chimmney alcove. There is power in the upstairs landing from a single socket.

Is it ok if I run a spur(?) from the upstairs landing socket down into the staircase space?

Depends if the single socket is a spur itself. Check you have two 2.5mm T&E at that socket and it is part of a ring. Be careful here someone might have installed a spur from a spur.
Have you access to a multimeter to check this?

Rather than run a single cable for a spur, run two and make it part of the ring.

Are there any other socket in the area of the lower hall that are on a different ring circuit, if so identify this new socket as being fed from the upstairs ring circuit.

I have a multi meter, how would I check whether its spur from a spur?

There's no power on the same wall as the staircase

I don't fancy lifting the carpet & floor to feed power from the opposite wall.

The wall the staircase is on the is dividing wall between two terrace houses, so I can't run anything inside or behind that wall (it would have to be surface channeled...we don't want to redecorate) I'm left with the upstairs socket. OR the socket from the front room? (to the left of the diagram)

turn the power off completely and test to see if you have continuity between the lives, then the neutrals and then the earths. if you have then it is a ring.

it's not always as obvious to realise how your layout is when we can't actually see it properly but usually, the gap under the stairs is actually stepped back from the landing access. in other words, you can't usually feed straight down from above without some messing about.

you might honestly find it quicker and less hassle to lift the carpet and floor downstairs.
