Just discovered blotchey patches, down to the cement on ceiling if that makes sense, sort of blotchey, I think it some sort of damp
It bone dry when you touch have checked the loft and can't see anything although not done any dap tests etc

Two tenants in flat, can you look at pic attached and help me out?

It's hard to say what has caused that, it could be condensation or it could be penetrating damp from above.

but if it cmpletely dry and the colours are no different to the undelay or paint does this suggest either?

If it is completely dry it is not damp and therefore is just a stain.

is that tight up against a chimney breast by any chance?

another possible cause is blocked ventilation in the attic the water collects runs down the roof slope causing damp underneath

often caused by extra loft insulation blocking the eaves

I think this could be a stein that has just come back i've heard that can happen, will check the other suggestions
if I wanted to be sure, he next step would be to get someone to check for Damp, this something a local builder would do?
what sort of cost would or should they charge, can you get tests to do yourself?
will probably just paint over the patches to see if it comes back
