When preparing a wall for skimming that is old plaster or concrete, should the whole wall be bonded first, or can I just fill in the cavities and the parts that have flaked away a bit then skim over?

Depends really how loose / flaking plaster there is - I wouldn't recommend bonding the whole wall - Bonding coat isnt cheap,if the whole wall needs bonding out, I'd be inclined to dri-line the wall with fresh plaster board and skim (providing the plaster is sound enough to hold the dri-wall adhesive. Failing that, rake any cavities back to a firm edge, give a liberal dose of PVA to prevent shrinkage and fill with Bonding or preferable Hardwall - remember it expands as it dries so make sure you are flush with the existing wall before you skim. And do make sure its not distemper thats flaking away, as multi finish will not stick to it even with a coat of PVA !
