Suppose home improvements is required perhaps with a view to selling, should the home improvement plan be sourced by a survey through a RICS qualified surveyor?

depends on what it is, such as removing structural walls/altering the façade of the property. such things will need to approved by building control, at least. More major alterations may require planning permission.
