I'm just in the process of doing the bathroom and am removing the old tiles, this is pulling some of the old topcoat of plaster off in some places and in others it's leaving the old adhesive, whats the best way of dealing with this and whats the best way of getting the old adhesive off. I'll post some pics later so you can see what i'm working with.

I was contemplating using a steamer for this but is there not a risk of taking the plaster off too?

Steamers are good for taking off some adhesive just make sure you only hold it there for as long
as need be, do a test run first if you think it is lifting the plastr aswell try the scraper
good luck
