We intend turning some of the lawn (I say lawn what I mean is weeds and grass) over to a small veg plot what's the best thing to cover it over with, to kill he weeds and grass off over the winter.I don't want to use weedkiller because I don't do chemicals.

Dig the lawn/weeds out, cover with black plastic sheeting (Heavy duty bin liners or similar) until spring, then start growing your veg..

Dig it over and cover with a membrane http://ukgardensupplies.biz/acatalog/co ... abric.html
It would be best to clear away as much of the growth as you dig before covering over. Not much grows in the winter so you may still get some regrowth of weeds but that is gardening for you.
