kitchen a lot of what looks like emulsion cracking and flaking off does not look like been seeled, thinking sand scrape and wash down, would i be best sealing with ? and then im thinking wallrock then use armstead durable, or would a blown vynal be better for a kitchen then wallrock or with the durable paint do the job ie no peeling edges with steam over time, cheers

I wouldn't use paper in a kitchen. sand back to sound give it a coat of Zinsser gardz followed by either a trade durable matt or trade eggshell.
