The house (built 1900) we have moved into has some rusted and damaged iron vent covers into the cement. We have a damp company coming to look at one room with damaged floors and joists( the last owner raised the flower beds and then blocked up the vent, then chucked plastic sheet inside). Nice one! I understand the mortar is special should I just tag air brick on the company job or is it diy? I have some mesh as a temp fix

Get them to reinstate air brick/grill as they're there, probably won't be much if you can't be arsed!
