Is there a recommended height for the F & E tank on an open vented system, if I want rads in a loft room where the f & e cistern is situated..?

Yes 1 metre above above the highest point in the system.

What boiler do you have? You may be able to change to a sealed system.

Thanks, the gas-boiler may well need changing soon, may wait till then...
