I have an Icon 23t that has had high pressure, i.e. over 3 bar on the gauge. The pump was leaking so that got changed as did the water topup connector, but the pressure still went up to over 3 but then came down again. What could be going on?

Is the filling loop properly turned off?

If so check the expansion vessel. Sounds like it is flat and needs repressurising.

At worst could be expansion vessel ruptured.

There is a 'how to' video on here about repressurising the expansion vessel

Thanks for your reply, I was wondering about the expansion vessel but it's supposedly had a new one recently. How will I know if it's flat or not, do I need to drain down to release the water pressure on it?

Yes you need to drain the boiler first. Press the shrader valve pin, if water comes out its had it.

Pressure should be around 1Bar.

Video should explain it all
