Hi jimbo,

welcome to uhm Hello

You have three options with the artex- try and remove it by using a wall paper steamer- or you can get some artex removing gel now, but I have never tried it or plaster over the stuff.

Andy -p- has done a good explanation of how to plaster over artex-
