I've had a rellie round to put lining paper up in the living room, but it has mostly peeled off again, and looks dreadful. We're using 1700 grade paper from Wickes, and Wilko (apparently) strong paste.
However, the house is 1950's, and there clearly used to be a picture rail up near the top of the walls. The plaster below this is orange like others in the house, but above the line the plaster is white like the ceiling - something about making the ceiling look lower or higher apparently??
The rellie said the walls above the line were dreadful and flaky, and this is most likely why the paper is coming off all around the room. Although we have noticed some middle bits lifting up too. We're now stripping all this paper off again ::b
But what's the best thing to do now? I could have it plastered, but don't really have the budget, but how do we get around the peeling paper problem as I'd like to put up thick lining paper so I can just paint it whenever I want to redecorate ie not wallpaper.

Get down to an independent decorating centre and buy some Zinsser (Bulls eye) 1-2-3...apply one coat of that...then paper over,

As wine-o says a primer/sealer type situation is whats required in my opinion.

Bullseye 123 or Gardz are both Zinsser products. Try this link out for a more detailed iinfo.
