Fitting anchor bolts correctly?

Hope the following question doesn't sound stupid, but I've just used anchor bolts for the first time and I need to be sure I've done it properly. Made sure I drilled (into brickwork) to the correct size and depth, but when it came to attaching the nuts I was surprised how much the threaded shank withdrew from the fitting before the nuts began to tighten. All seems tight and secure now, but is that how the things normally work? Need to know it's OK because its a shelf for a quite heavy TV, so many thanks for any advice or help.

The shank will come out as the collets expand, provided the wall is of a sound material the are a good fixing
