Any 'meter' will do (and you can get all versions via eBay) which just connect in series with the live wire (with a connection for the neutral for powering the meter of course). Use a input/output cable of at least the same cross-sectional area as the main (in your case, your SWA cable) cable.

If less than 13A then there are loads of plug in meters you can even program in the price. Image over 13A you will need to pay more.

I used http://www.tlc-direct.co.uk/Products/RDCRED60.html on my last rewire. The landlord wanted to keep the garage for himself and it seemed the cheapest way of paying the tenants back for the electricity he used.

Thankyou for the responses!
I just need to know what side of the (new) meter should I use the RCD unit?
do I go into an RCD unit from the consumer unit then to the meter and to the sockets etc! or do I take a supply from the consumer unit to the meter then into an RCD unit?
cheers!

The meter should come before any powered device but AFTER the break at your main indoor consumer unit. Mount it either in your house or down in the workshop. Doesn't matter really.
