Is it ok to use decorators caulk to fill small cracks in the plaster before pasting and hanging wallpaper? Thanks.

Not really. You can't finish flat caulk but if you were hanging some heavier lining paper you might get away with it. As things are you will probably end up with an indentation over the crack you will leave a mount of caulk.

Use a powder filler and make it fairly thin, caulk is designed to bead, When it dries it stay flexible

I've used caulk to fill tiny (hairline) cracks in plaster without any issues, but if they are bigger than that go with filler - caulk shrinks so filling anything bigger than hairline will likely show over time
