Hi Shelley,

You will need to remove the artex, this can be done by sanding or steaming. The lining paper will not hide these imperfections, and without a flat surface your paper wont stick. Another option is to get the wall skimmed by a plasterer.

Good luck.

Artex is a real pain to remove, be aware that some older artex may contain asbestos and so sanding it is not a good idea. You could sand it off if you were 100% sure there was no asbestos in it, but you can only tell by getting it tested.

Some info here might help-

Artex removal

Plastering over artex

Asbestos
