A Good DIYer should manage to do safe gas work in their own home, but as to whether it meets regs is another matter.
Its not against the law to do Gas work on a DIY basis if you're competent. This is the grey area! (You may have to prove competency in court, if you make a serious error!)
Corgi States you must be registered to do gas work as part of a business.

All new boiler & appliance installs must be notified to Building control, and if your not registered to self certify, then it must be inspected by Building Control.
