I always thought it was best to have more tread on the steering/drive wheels.

scratch I always thought best on front wheels - reason being they are doing the steering so you will get best control.
Also if you need to brake, then the better front tyres will disperse more water so the worse rear tyres will have less to do.

Of course, best to have good tyres on both and rotate to wear them together Thumbright

I cant remember if it makes a difference on rwd or 4wd to be honest.

Its more important the rear stays inline. If you start to slide the rear out, the force of the car sliding pushes the front round. You have less control of that.

If the front starts to slide you can feel it more through the steering and can slow down or correct the steering to save yourself.

Thats what i was taught when i did my tyre fitting qualification anyway Thumbright

if you look on any tyre manufactures web site you will find they all recommend new tyres should be fitted to the rear
