Can I paint the radiator reflector?
Will paint stick to it?
And will it be still effective with silver lining under the paint?

I remember one head of Science department deciding he should practice what he preached and had all the radiators painted mat black. The rooms became so hot we had to turn half the radiators off. This was before thermostatic radiator valves. As a result it reduced the flow in the system and rest of wing became cold. Colour is very important. The reverse with a car radiator repaired it and to seal any pin holes I painted with handy spray can which was white. Car boiled. Resprayed over the top with mat black no more problems.

As to gas4you's answer it's not as daft as it may seem. The reflective surface will reduce the temperature of the things beyond it. Likely a wall. If that is a single brick wall with no cavity wall insulation then not having it in place will be a problem. Again if behind the reflective surface you have some electronics again they will overheat. But if it's a case of standard fitments and wall behind is an internal wall then to remove the reflective surface (and painting over it will remove it) will only mean less heat in that room and more in adjoining room and maybe the wall paper will peel off.

whilst i accept painting will make a difference i doubt very much if it will more than 2 to 5% difference if that
we are talking non solar here only radiated and from inside so the surface colour will have minimum effect on heat leaving the radiator
yes a surface facing the radiator in very close proximity will make a slight difference but not much

would suggest any noticable differences would be due to other circumstances like set up off boiler 'restricted/eased flow through the radiators and enviromental things like new insulation new windows opening /closing window or doors outside temperature etc :dunno:

I can remember being taught that in physics. The 'perfect black body radiator' I seem to remember it being called.
