It's a quote from Donne.
"Ask not for whom the bell tolls — it tolls for thee"

The Bell tolls when someone dies. But it doesn't toll for him — he's dead. It tolls to remind you of your mortality and (which is clear from the poem) that part of your world dies too.

The Bell no longer tolls.....


Because the Bell ringer has been made redundant and the bell has been nicked and sold for scrap.
